It has become easier for Russian exporters to receive state support for the transportation of industrial products to foreign markets. The corresponding resolution was approved by the Government of the Russian Federation.

“It is convenient for business to compensate for the costs of transportation to friendly countries through the REC. Now this support measure has become even more accessible: compensation can be received without a competition, simply by submitting an application to the REC, and now not only a Russian company can be a carrier,” explained Veronika Nikishina, Director General of the Russian Export Center. She added that “REC actively helps companies rebuild supply chains and find new markets for their products. The Russian Export Center is accumulating business proposals to simplify the procedures for obtaining support, in particular, fines have already been canceled when using compensation.

Decree No. 1347 of July 28, 2022 “On State Support for Russian Industrial Organizations in order to Compensate for the Costs of Transportation of Industrial Products” suspends tenders until December 31, 2024 in accordance with the rules approved by the Decree of the Government of the Russian Federation of April 26, 2017 No. 496, and introduces new rules for this time.

Firstly, until December 31, 2024, state support will be provided as applications are submitted, and not on the basis of a competition, until the funds allocated for this program run out.

Secondly, it is no longer required to have a valid conclusion confirming the production of industrial products on the territory of the Russian Federation. And also it became possible to provide services to the exporter not only by Russian, but also by foreign carriers.

At the same time, from January 1, 2023, the maximum amount of state support will increase from 11% to 25% of the cost of supplied products, and the limit per organization during the calendar year will be set at 300 million rubles.

In 2022, an organization from the manufacturing industries can apply for support until September 15, 2022 (for organizations from the engineering and other industries, support in 2022 is provided as part of the Decree of the Government of the Russian Federation dated April 26, 2017 No. No. 496). During the selection period, applications are submitted by the organization no more than once a calendar month.
