Changes in the recycling fee from October 1, 2024 will only affect legal entities and individuals importing vehicles for subsequent resale.

From October 1, 2024, as before, the recycling fee for a car imported by individuals for personal use, with an engine capacity of up to 3 liters, in monetary terms will be 3,400 rubles, and for a car older than three years – 5,200 rubles.

Changes in the recycling fee from October 1, 2024 will only affect legal entities and individuals importing vehicles for subsequent resale.

As explained by Anastasia Brovchenko, Head of the Customs Payments Department of the Vladivostok Customs, if an individual imports a vehicle into the Russian Federation with the intention of further sale before the expiration of 12 months from the date of registration of the customs receipt order, the recycling fee is paid according to the coefficients established by paragraph 4 of the List*, identical to the coefficients for legal entities. In anticipation of the upcoming changes, there was an increase in requests for additional payment of the recycling fee in connection with the sale of a car.

In March – April 2024, Vladivostok customs officers returned to a stable level of the pre-sanction period in terms of the number of cars of individuals cleared for personal use. In September, 26.6 thousand cars were released into free circulation – 3 times more than in September last year. In total, over 9 months of 2024, Vladivostok customs cleared over 195 thousand cars.

* The new List of coefficients for calculating the recycling fee was approved by Russian Government Resolution No. 1255 dated September 13, 2024 and comes into force on October 1, 2024.

Provided that the specified calculation of the recycling fee amount is submitted to the customs authority no later than October 15, 2024, the previously valid coefficients are used to calculate the recycling fee amount.
