List of goods and equipment temporarily prohibited for export from Russia

The Government of the Russian Federation has adopted a number of decisions to temporarily restrict the export of goods from Russia, which will last until December 31, 2022. This measure is being implemented in order to fulfill the Decree of the President “On the application of special economic measures in the field of foreign economic activity in order to ensure the security of the Russian Federation.”

At the same time, we are talking primarily about the export of foreign products that were previously imported into the territory of our country. The list includes about 200 items of products and equipment (the list of TN VED codes is in the appendix), including medical equipment, machine tools and turbines, radio-electronic products and agricultural machinery. This will ensure stability in the Russian market.

Such products cannot be exported to all countries, with the exception of the member states of the Eurasian Economic Union (EAEU), Abkhazia and South Ossetia, as well as the Donetsk People’s Republic and the Luhansk People’s Republic.

For the export of these products to the EAEU countries, Abkhazia and South Ossetia, a permitting export procedure is being introduced, the corresponding permits will be issued by the Ministry of Industry and Trade of Russia, the Ministry of Agriculture of Russia, the Ministry of Transport of Russia, the Ministry of Digital Development of Russia and the Ministry of Natural Resources of Russia.

The ban does not apply to the export of Russian products if the exporter has a certificate of origin in the ST-1 form, as well as to vehicles of international transportation, products that are transported in transit through the territory of Russia and a number of other categories of goods.

Also, the ban will not apply to goods exported by citizens for personal use.

In addition, by decision of the Government of the Russian Federation, the export from Russia of certain types of domestic timber and timber products (EAEU TN VED codes 4401 21, 4401 22, 4403, 4408) to states that have committed unfriendly actions, according to the approved list, is temporarily prohibited. This decision will also be valid until the end of the year.
