At the largest border crossings with China, Zabaikalsk and Blagoveshchensk-Heihe, a traffic jam of automobile cargo has formed, Izvestia has found out. Trucks and car carriers have been waiting for clearance for a week or more. From October 1, the recycling fee for cars and special equipment will increase in the Russian Federation, so sellers are massively transporting products at the old price, which has caused an overload of checkpoints, according to industry sources.
The resulting traffic jams have led to an increase in the waiting time at the border to five to seven days, although in normal mode this procedure takes from 12 to 24 hours, Izvestia was told in the transport company Delko.
As Vladimir Gamazkov, head of the logistics department of Shuttle Logistic, notes, the increase in traffic jams may lead to a shortage of available transport for transportation, the turnover of which in the area of the MAPP has stretched from one or two days to seven to ten.
“In a month, the average waiting time in the electronic queue at the Zabaikalsk checkpoint has doubled to 11 days,” Vadim Filatov, president of the Association of Automobile Carriers and Forwarders (AvtoGruzEx), told Izvestia.
“Congestion at border crossings is associated with an increase in equipment supplies from China before the increase in recycling fee rates,” said Evgeny Dyatlov, head of the international transportation procurement department at FM Logistic in Russia.
About 70% of the total volume of goods transported across the border at the Zabaikalsk and Blagoveshchensk-Heihe checkpoints are vehicles (TS) and special equipment, and the rest is general cargo. Importers bring in cars, trucks, buses, construction equipment and all types of TS that are potentially affected by the increase, a market participant noted.
As the press service of the Federal Customs Service told Izvestia, a lot of transport has accumulated on the Chinese side, and there are no traffic jams on our side.
Traffic jams at the checkpoints with China lead to higher logistics costs. A week-long truck delay is comparable to one shipment to China.
“We are forced to include costs in tariffs, which affects the end consumer. Since the beginning of August, the rate for the transportation of goods by road from China to Russia has increased by another 13%. According to FM Logistic, over the past two weeks, the increase in tariffs for delivery from China has amounted to about 20%,” added Evgeny Kozyrev.
